Professor of Psychiatry at University of Pennsylvania Office of National Drug Control Policy Founder, Treatment Research Institute, Chairman of the Board of Directors

 

Thomas McLellan, Ph.D., Chair of the Board, is co-founder of the Treatment Research Institute (TRI) and an experienced substance abuse researcher. From 2009 to 2010, he was Science Advisor and Deputy Director of the White House Office of National Drug Control Policy (ONDCP), a congressionally confirmed Presidential appointment to help shape the nation’s public policy approach to illicit drug use. At ONDCP, McLellan worked on a broad range of drug issues, including formulation and implementation of the President’s National Drug Control Strategy and promotion of drug treatment through the broader revamping of the national health care system. Dr. McLellan has more than 35 years of experience in addiction treatment research. In 1992, he co-founded and led (until his ONDCP appointment) TRI to transform the way research is employed in the treatment of and policy making around substance use and abuse. In his career he has published over 400 articles and chapters on addiction research. From 2000-2009 he was Editor-in-Chief of the Journal of Substance Abuse Treatment, and he has also served on several other editorial boards of scientific journals. Dr. McLellan is the recipient of several distinguished awards including the Life Achievement Awards of the American and British Societies of Addiction Medicine (2001 & 2003); the Robert Wood Johnson Foundation Innovator Award (2005); and awards for Distinguished Contribution to Addiction Medicine from the Swedish (2002) and Italian (2002) Medical Associations. In the 1980s, with his colleagues from the Center for the Studies of Addiction at the University of Pennsylvania, Dr. McLellan introduced the Addiction Severity Index and, later, the Treatment Services Review. Both are among the most widely used assessment instruments in the world.

Richard A. Rawson, Ph.D., is the retired Co-Director of UCLA Integrated Substance Abuse Programs and now Professor Emeritus at the UCLA Department of Psychiatry, in which he has been a member for more than 20 years. He received a Ph.D. in experimental psychology from the University of Vermont in 1974. Dr. Rawson oversees clinical trials on pharmacological and psychosocial addiction treatments. He is principal investigator of the NIDA grants on aerobic exercise, screening and brief intervention in a mental health setting, and a Fogarty training grant between UCLA and Cairo University. He also is principal investigator of the SAMHSA/PEPFAR: Cooperative Agreement for Workforce Development in Vietnam: HIV-Addiction Technology Transfer Center and recently completed the SAMHSA/Department of State: Iraq Drug Demand Reduction Initiative. He has led addiction research and training projects for the United Nations, the World Health Organization, the Drosos Foundation and the U.S. State Department, exporting science-based knowledge to many parts of the world. Dr. Rawson has published 3 books, 35 book chapters, and over 200 peer-reviewed articles and has conducted over 1,000 workshops, paper presentations, and training sessions.

At the UCLA Semel Institute, Dr. Lester is the Jane and Marc Nathanson Family Professor of Psychiatry, Director of the Nathanson Family Resilience Center, and Medical Director of the Child and Family Trauma Service.

A board-certified child and adolescent psychiatrist, Dr. Lester’s research and clinical work have been dedicated to the development, evaluation, and implementation of family centered prevention and treatment for families facing the impact of military deployments, traumatic events, and parental illness.  She co-developed the family-centered preventive intervention FOCUS which was designed to promote resilience and mitigate stress in families facing adversities such as natural disasters, medical illness, and military wartime deployments.   Over the last 3 years, she has led the successful large scale implementation of FOCUS for the United States Navy and Marine Corps, as well as piloting at Army and Air Force sites. Dr. Lester oversees the on-line FOCUS learning center and evaluation programming, which utilizes web-based technologies to support program implementation at scale.  She is well-versed in the scientific and programmatic issues facing military families, and serves as an advisor on the needs of military children and families across military, university and non-profit agencies.  She is also the co-principle investigator on a Department of Defense study to evaluate the impact of wartime deployment reintegration on young military children and their families.  

Her work has been supported by the Department of Defense, the US Department of Navy Bureau of Medicine and Surgery, National Institute for Mental Health, and the National Institute of Child Health and Human Development.

Dr. Nurmi is Assistant Professor of Psychiatry and Biobehavioral Sciences in the Division of Child and Adolescent Psychiatry in the David Geffen School of Medicine. She is the Medical Director of the UCLA Pediatric OCD Intensive Outpatient Program, faculty in the Child OCD, Anxiety, and Tic Disorders Clinic, and director of a molecular and computational genetics laboratory in the Semel Institute UCLA Semel Institute.

Dr. Nurmi completed her medical and neuroscience doctoral training at Vanderbilt University and joined the UCLA Department of Psychiatry during her psychiatry residency and child and adolescent fellowship training. She is the recipient of a career development award from the NIMH, a Brain and Behavior Research Foundation Young Investigator Award, and awards from the Tourette Syndrome Association and the Friends of the Semel Institute.

Dr. Nurmi's research focuses on the genetic basis of obsessive-compulsive disorder and tic disorders, employing next generation molecular and computational approaches. Collaborative projects involve investigating pharmacogenomic factors in the treatment of autism, ADHD, and anxiety with Dr. James McCracken and examining genetic predictors of imaging endophenotypes with Dr. Edythe London.

Dr. el-Guebaly’s introduction to mental health and addiction medicine dates back to 1969 during initial psychiatric training in the United Kingdom, followed by training in Canada and the United States

 

Addiction related work includes being the current Professor and Head of Division of Addiction, Department of Psychiatry at the University of Calgary, and the founding past Medical Director of the Calgary Health Region Addiction Centre and Program. Dr. el-Guebaly was the Founding Past President of the International Society of Addiction Medicine, its Executive Medical Director for another 6 years, and currently Chief Examiner of the International Certification Examination and Senior Editor of the recent Textbook of Addiction Treatment: International Perspectives (Springer 2015).

 

Dr. el-Guebaly completed three 3-year terms as Board Chair of the Alberta Gaming Research Institute and is now the Alberta Gambling Research Institute’s current Research Director as well as Editor in Chief of the Canadian Journal of Addiction for the last 4 years. These interests have resulted in 260 peer-reviewed papers, 80 chapters, 568 presentations, and 60 past and current grants totaling $7 million.

 

He is a member, of Alberta’s Responsible Gambling Advisory Committee, the Royal College Addiction Medicine Specialty Committee, the Provincial Addiction Curricula and Experiential Skills Training for Alberta Health Services, and the CSAM Conference committee.

 

Dr. el-Guebaly has been a CSAM member since 1995 and was a past President from 1995 – 1997. He is currently the Canadian Journal of Addiction Editor in Chief and a CSAM Board Member at Large.

Dr. Ola is a consultant of Child Psychiatry. She was the head of the Addiction unit at the Psychiatry and Addiction Hospital. She was the director of Quality Management of Health Care at the Psychiatry and Addiction Hospital, Kasr Al Ainy. At present, she is the head of the Child Psychiatry Unit in Kasr Al Ainy. Her research interests include family and childhood psychiatric disorders, including Autism Spectrum Disorders, Conduct Disorder, and Obsessive Compulsive Disorder and Psychiatric genetics. She has taught numerous training courses throughout the world (e.g., Intervention of Drug Addiction, adult group therapy and individual psychotherapy therapy), as well as several courses in quality management at the American University in Cairo School of Business, Economics and Communication. She is an active member of many medical and professional associations including the Egyptian Psychiatric Association, the Egyptian Association for Drug and Alcohol Combat, the Egyptian Society of Child Neuropsychiatry, the Association of Friends of the National Cancer Institute, the Love to Care association for Breast Cancer, the African Neuropsychiatric Association, the Arab Network for Autism (ANA), the Egyptian Society of Child Neuropsychiatric Association, and the Egyptian Red Crescent association. Dr. Ola remains nationally & internationally known for her dedication to clinical research and training physicians as part of the National Council of Maternity and Childhood. She was the main instructor and investigator in different projects in the field of paediatric mental health with collaboration of different countries such as USA & Finland.
